Drama as Perm. Sec. refuses to handover to successor

The current Permanent Secretary (General Service) Office-Office of the Secretary to the Government of the Federation (OSGF), Mr. Roi Ugwou, has refused to handover to Aminu Aliyu Bisalla, who was redeployed from the Ministry Industry, Trade and Investment to the office.
Bisalla was among the three redeployed to resume, in October, in their respective new posts, in a circular signed by the Head of the Civil Service of the Federation, Mrs. Winifred Ekanem Oyo-Ita, in August,
The trio redeployed civil servants were among the 24 Federal Permanent Secretaries, approved by Vice President Yemi Osinbajo when he was the Acting President.
The circular had stated that the processes for handing/taking over should be completed on or before Friday, August 25, 2017, except for deployments with specific taking over or assumption of duty dates.
Others redeployed that were to resume duties in October were Dr. Shamaki, A.A.B, redeployed from Special Duties Office, Office of the Secretary to the Government of the Federation (OSGF) to the Ministry of Science and Technology and Nuratu Batagarawa redeployed from Service Policy and Strategies Office, Office of the Head of Service of the Federation (OHCSF) to the Ministry of Defence. He is to take over on October 8.
Meanwhile the National Security Adviser (NSA), Maj.-Gen. Babagana Mongonu (rtd), was said to have rejected Umar Mohammed Bello, a new appointee from Sokoto State and deployed to Special Services Office, Office of the Secretary to the Federation.
According to the organogramme of the Office of the Secretary to the Government of the Federation, the Permanent Secretary, Special Services Office, is in charge of national security and international intelligence.
Bello was to resume duty August 31, 2017, when the office was supposed to be vacant.
